Environmental Projects Leader—Tamuning, Guam
Skill Requirements:
Demonstrated significant expertise in at least one scientific specialty or resource area, such as biology, water, or geology, is preferred. Responsibilities include managing multifaceted environmental projects in the natural and physical sciences. Senior level quality control and document review experience necessary. Candidates may be responsible for business development and project management, including budgets, client relations, technical staff, and reports. Must be an effective communicator, highly motivated, a critical thinker and problem solver, detail oriented, organized, and a team player with strong focus on quality and client service.

Experience Requirements:
The successful candidate will have a background in science or planning or may be a technical generalist and will have strong interdisciplinary skills. Able to perform high-level science or planning tasks and oversee junior staff. Preferred is a minimum of seven years professional consulting experience or combination of agency/consulting experience in the Pacific Basin/Micronesia with both project management and marketing. Experience pluses also include managing NEPA, environmental, hazardous waste, biology, and natural resources projects. Must have excellent writing and communication skills, must be computer literate, and must have strong working knowledge of MS Office. Other pluses are an advanced degree and experience supervising employees, marketing, and performing QA/QC reviews.

Representative responsibilities include managing the process to produce NEPA reports, including EISs, EAs, and FONSIs and associated tasks; environmental/hazardous waste management reports, including RI/FSs, EBSs, ECPs, ESAs (Phase I, II, III), SAPs, QAPs, SSHPs, SWPPPs, OMMPs, SPCCs, closure plans, remedial action plans and associated tasks; natural resources management reports, including ICRMPs, IR site reports and associated tasks; biological reports, regulatory compliance (strong ESA and CWA credentials preferred) and permitting (Section 401, 404, and 1602), wetland delineation, restoration plans, biological assessments, habitat conservation plans, habitat assessments, wildlife and vegetation surveys, and environmental impact analyses.

Maintain project schedules and monitor project budgets. Prepare project cost estimates, scopes of work, and technical approaches. Identify and allocate staff resources and manage subcontractors. Identify necessary investigations and studies required to support impact analysis reports. Coordinate with clients and subcontractors to ensure project completion and to identify out-of-scope work and require contract modifications. Participate in marketing efforts and lead focused marketing initiatives. Supervise up to five junior staff. Travel up to 20 percent. Prepare proposals and develop work prospects for the Guam Environmental Practice. Duties may include managing the environmental department, supervising staff, and hiring and mentoring junior staff, depending on applicant's abilities.

Education Requirements:
Requires minimum of BA/BS, MS preferred, degree from an accredited university in environmental engineering/planning/biology/science/chemistry/geology or related field.

Architecture and Engineering Projects Leader—Tamuning, Guam
Skill Requirements:
Demonstrated expertise in designing and managing military, government, and institutional buildings. Responsibilities include developing Tetra Tech's on-island architecture and engineering practice, focusing on the Territory of Guam's development activity (both military and Government of Guam). Candidate will manage projects, client relations, technical staff (currently existing on the mainland and to be expanded on-island), and business development. Must be an effective leader and communicator, a critical thinker and problem solver, and a team player and must be highly motivated, detail oriented, and organized, with strong focus on quality and client service. Candidate must be able to work well with Tetra Tech's other offices, which provide resources as well as technical expertise and assistance on proposals and projects.

Experience Requirements:
The successful candidate will have a professional degree in architecture or engineering and maintain strong interdisciplinary skills. The candidate must able to perform at a high level of technical service, with the ability to oversee other task order managers and technical and business efforts of staff. We prefer that the candidate have a minimum of seven years professional consulting experience or combination of agency/consulting experience in the Pacific Basin/Micronesia, with both project management and marketing experience. Preferred experience also includes managing DoD IDIQ contracts, MILCON and DB procurements, or related infrastructure projects. Must have excellent writing and communication skills and must be computer literate and have strong working knowledge of MS Office. Advanced degree and experience supervising employees, marketing, and performing QA/QC reviews are pluses.

Representative responsibilities are managing small and larger design-build projects and task order contracts; managing multiple concurrent projects and contracts; developing project scopes, schedules, and budgets; and managing and assisting with strategic business development efforts. Work may involve projects for military housing, waterfront redevelopment, administration and headquarter facilities, recreation and service facilities, aviation-related facilities, and civil infrastructure.

Additional experience with construction cost estimates, regional material specifications and construction practices, and regional knowledge of the construction industry is highly valued. Must be able to identify and allocate staff resources, manage subcontractors, and execute project plans. Coordinate with clients and subcontractors to ensure project completion and to identify out-of-scope work and require contract modifications. Participate in marketing efforts and lead focused marketing initiatives. Eventually, hire, supervise, and mentor future junior staff of up to five people. Travel up to 20 percent. Prepare proposals and develop work prospects for the Guam architecture and engineering practice. Duties may also include program management.

Education Requirements:
Minimum of an accredited professional degree in architecture or engineering and a professional registration. Advanced degree is a plus.

Senior NEPA/CEQA Project Manager – San Francisco
Requires minimum of 5 years of experience managing NEPA, CEQA, or natural resource management projects. Minimum of a BA/BS degree in environmental engineering/planning/science/chemistry/geology or related field. Excellent writing and communication skills. Must be computer literate and have strong working knowledge of MS Office. Advanced degree and experience supervising employees, marketing, and performing QA/QC reviews are pluses.

Responsibilities include project management of NEPA and CEQA reports, including EISs, EIRs, EAs, ISs, FONSIs, and Neg Decs and associated tasks. Maintain project schedules and monitoring project budgets. Prepare project cost estimates, scopes of work, and technical approaches. Identify and allocate staff resources and manage subcontractors. Identify necessary investigations and studies required to support impact analysis reports. Senior Biologist/Project Manager – San Francisco
Work would include report preparation, field work, project management, and marketing across the western United States. Existing clients include federal, state, and local government agencies and the private sector across the Pacific Coast, Great Basin, Rocky Mountains, Midwest, Alaska, and Hawaii.

Projects include EAs, EISs, Resource Management Plans, permitting (Section 401, 404, and/or 1602), wetland delineation, restoration plans, Biological Assessments, Habitat Conservation Plans, habitat assessments, and wildlife and vegetation surveys.

Responsibilities include preparing biological sections of documents as well as managing projects. Project management duties include technical knowledge, budget and schedule management, and coordination. Prepare and direct biology/ecology studies and reports, establish scopes of work, budgets and schedules, and direct technical efforts of other biologists/ecologists. Prepare proposals and develop work prospects for the biology department. Duties may include management of the biology department, supervision of staff, hiring and mentoring junior staff, depending on applicant’s abilities.

Experience Requirements:
Able to perform high-level biological tasks and oversee technical efforts of junior biologists. NEPA experience required. Desired applicant may be a technical generalist or may specialize in one or a combination of the following: botany, wetland delineation and permitting, terrestrial and/or aquatic ecology (plants, wildlife, and fisheries) and /or coastal marine issues. Experience and capabilities must also include: project management skills, environmental impact analysis, regulatory compliance (strong ESA and CWA credentials preferred) and permitting processes; writing proposals and technical reports; managing NEPA projects or preparing sections thereof. Experience preparing Resource Management Plans (RMPs) preferred. Local ecological knowledge and contacts helpful but not required.

Education Requirements:
Minimum BS in a biological or environmental field, MS preferred, plus 7-10 years of consulting experience or combination of agency/consulting experience.

 

Resource Management Planner/NEPA Specialist - San Francisco
Tetra Tech is seeking a motivated senior-level planner or scientist for Resource Management Planning and NEPA compliance. Experience working with government agencies in land use planning, public outreach, and preparing EISs and EAs preferred. We are seeking a project manager or assistant project manager level candidate.

Senior level quality control and document review experience necessary. Candidates may be responsible for managing projects, including budgets, client relations, technical staff, and reports. Must be an effective communicator, highly motivated, a critical thinker and problem solver, detail oriented, organized, and a team player with strong focus on quality and client service.

Experience Requirements:
The successful candidate will have a background in sciences or planning and maintain strong interdisciplinary skills. A minimum of 5 years professional experience with both project management and marketing is preferred. Experience with Resource Management Plans (RMPs) and NEPA is required. Significant experience in at least one resource, such as biology, water, or geology is preferred. Experience working on linear projects is a plus.

Education Requirements:
Requires BS/BA in a natural resource science or planning; advanced degree preferred.
